Units Reduced at Rental Housing Project in Tarrytown

The number of units being sought as part of a proposed rental housing project at 303 South Broadway in Tarrytown has been reduced.

Representatives of Am Trust Realty, which has owned the 7.5-acre site since 1997, informed the Tarrytown Planning Board Monday it was now only looking to build 285 units—down from 320, and was eliminating plans for 4,700 square feet of retail space.

The changes were being made, in part, to alleviate concerns that have been raised about increased traffic generated by the development.

The project is slated to have 37 studio apartments, 154 one-bedroom units, 89 two-bedroom apartments and five three-bedroom units. Am Trust is proposing to market 15% of the units as so-called “affordable,” or moderate income. The rest would be “market rate.”

The approximately 200,000-square-foot office building, located at the base of the Mario Cuomo Bridge, now has 543 parking spaces. Am Trust has penciled in 375 spaces.

Some other alterations to the project include greater buffer screening and landscaping along the easement with The Quay and pedestrian safety improvements along Route 9. A half-acre park and a pathway to connect to the Riverwalk remain on the blueprint.

Several residents who spoke at a public hearing maintained the project was still a massive undertaking for Tarrytown.

“Is this development a solution to any problems in Tarrytown or are we creating problems?” asked Carol Booth, a resident of South Broadway. “It’s for the greater good of the village, not for the greater good of the developer.”

Patty Lancaster, speaking on behalf of the Tappan Landing Association, said 35 less units was not much of change.

“We have to look at the impact of the whole area—density, increased traffic, more school children,” she said. “I’m not against progress, but not at any expense.”

Before Am Trust can put a shovel in the ground, it’s rezoning request to the Board of Trustees must be granted. Am Trust has filed a petition to have the property be placed in an overlay zone, which can only be applied to a few properties in Office Building (OB) District with frontage on Route 9 or on Route 119 (White Plains Road).
